Training Course on Negotiation Skills and Bilateral Air Services Negotiations

As part of the Arab Civil Aviation Organization's ongoing commitment to developing and enhancing the capacities of national civil aviation personnel in its Member States, the Organization held a training course entitled "Negotiation Skills and Bilateral Air Services Negotiations and the Documents Arising Therefrom" at its headquarters in Rabat, Kingdom of Morocco, from 20 to 24 July 2026.


The five day course brought together fourteen participants from the Organization's Member States, namely the People's Democratic Republic of Algeria, the Sultanate of Oman, the State of Qatar, the Kingdom of Morocco, and the Islamic Republic of Mauritania. The course was delivered by Mr. Adnan Al-Daqour, an expert and lecturer from the Hashemite Kingdom of Jordan.
The course aimed to strengthen participants' competencies in negotiating bilateral Air Services Agreements and the related legal and technical documentation. It introduced the fundamental concepts underpinning successful negotiations in this specialized field, while focusing on negotiation planning and preparation, situation analysis, the development of effective negotiation strategies, and the professional management of negotiation sessions. The programme also emphasized the behavioural competencies required of negotiation teams, including active listening, understanding body language, emotional management, and the application of various negotiation approaches and techniques, thereby enabling participants to achieve mutually beneficial outcomes and foster stronger cooperation and partnerships in the field of air transport.
